I live in CA and I have been getting threatning certified letters that I owe for a accident?

I was not involved in ANY ACCIDENT. THe companies name is CCS and by all means on rip-off-peport .com they are unethical my question is that can they suspend my driver license. Or does that violiate the fair debt collections act of CA. To make matters even worse they ADMIT making a mistake cause I have a common name they thank GOD DONT HAVE MY DL# please advise these people are out of line.
