I'm making tootsie rolls. Can I use powdered sugar instead of powdered milk?

Baking is very different from cooking you need everything to be precise in your measurements and the ingredients you use. I would recommend using the powdered milk as suggested. If you start changing things your product isn't going to come out as originally planned.
